Fahey
to approach EU Commission to seek reduction in costs

The Minister
for the Marine and Natural Resources, Frank Fahey TD, is to make
amendments to the Limited Scheme for Licensing of Inshore Fishing
Vessels, as a result of concerns expressed as to the financial
burden involved. The scheme was introduced to facilitate those
vessel owners in the inshore sector who are currently operating
outside the licensing and registration system. Having all vessels
licensed is a necessary prerequisite to the introduction of management
measures that are vital to the future of the inshore sector and
coastal communities. In addition, it is imperative that all fishing
vessels are seaworthy and carry mandatory safety equipment that
protects against the risk of death or injury at sea. A comprehensive
series of information and consultation meetings in relation to
the Limited Scheme have been conducted in recent weeks throughout
the coastal communities by BIM Inshore Fisheries Development Officers.
These meetings have proved invaluable in terms of furthering dialogue
in respect of a wide range of issues relating to the inshore sector.
Reservations and objections to the Limited Scheme have been expressed
principally on the grounds of affordability.
Having reviewed
the legitimate concerns that have been expressed, the Minister
is announcing a number of proposed amendments to the scheme. It
is intended to structure the replacement capacity conditions such
that the cost of entry will be reduced by 50%, in association
with the creation of an inshore segment in the fishing fleet,
subject to approval from the EU Commission. In pursuing this approach
with the Commission, the Minister will ensure that the present
position of the significant majority of under 12m vessels in the
inshore sector who are presently fully compliant will not be affected.
The July 5th deadline for receipt of supporting documents and
providing one-third replacement capacity is to be deferred pending
agreement from the EU Commission. No provisional licenses will
be issued until such time that agreement is finalised with the
Commission. In introducing these amendments, the Minister is responding
positively to concerns raised, while retaining the objective of
having all vessels registered and licensed. The Minister wishes
to remind all applicants who wish to continue an involvement in
the inshore fishing sector that the closing date for receipt of
applications remains March 28th and that applications will not
be considered after that date.
